Petrobras and Pemex Sign Two-Year MoU Covering Deepwater Gulf of Mexico Opportunities
Petrobras and Petróleos Mexicanos (PEMEX) signed a two-year memorandum of understanding to assess potential joint hydrocarbon projects and exchange technical expertise. The E&P scope includes mature-field revitalization, seismic reprocessing, and exploration and development opportunities in deepwater and ultra-deepwater areas, including the Gulf of Mexico. The agreement is renewable but does not commit either company to invest or establish a partnership, consortium or joint venture; any resulting projects will require separate negotiations, feasibility work and approvals.
Confirmed development: Petrobras and PEMEX signed a memorandum of understanding on 23 June 2026 establishing a framework for strategic and technical cooperation in E&P and industrial processes. The offshore-related scope includes mature-field revitalization, seismic reprocessing, deepwater and ultra-deepwater exploration and development, and the exchange of technology and operating practices. Petrobras explicitly identified the Mexican Gulf of Mexico as an area of interest. The MoU runs for two years and may be renewed.
Commercial status: This is not a project award, investment decision or joint venture. Petrobras states that the agreement is non-binding and that any identified opportunity would require a separate instrument, feasibility assessment, governance review and approval. No blocks, fields, production systems, rigs, vessels, contractors, budgets or schedules were identified.
Intelatus interpretation: The agreement provides an early indication that Petrobras may seek a larger role in Mexico's offshore upstream sector by applying its deepwater and complex-offshore operating experience alongside PEMEX. If the companies progress specific opportunities, the initiative could eventually support demand for seismic services, drilling, subsea systems, floating production solutions and mature-field services. That potential demand is interpretive and remains contingent on the selection and approval of executable projects.
